    INEC Urges FOSIECON To Improve Local Govt Elections

    Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu, has urged the State Independent Electoral Commissions (SIECs) to strive to conduct local government elections in the manner that INEC conducts the Federal Capital Territory (FCT) Area Council Elections.

    Prof. Yakubu made the call on Tuesday, 31st July 2025, during a courtesy visit by a delegation of the Forum of State Independent Electoral Commissions of Nigeria (FOSIECON), led by its Chairman, Hon. Mamman Nda Eri.

    He described local government elections and local government areas as the foundation of credible elections and development, just as he expressed satisfaction over the emergence of elected local government councils in all states of the federation. But Prof Yakubu expressed reservations about the quality of the local government elections.

    He said: “Your role is significant to credible elections in Nigeria. Local government elections, just like local government areas, are the foundation, not only of credible elections, but also of development, and we will continue to partner with you in this regard. I am glad to note that virtually all the States of the Federation now have elected local government councils.

    “But you will agree with me that the challenge is the quality of the elections. I hope there will be an opportunity for us to discuss how INEC can partner with the SIECs to continue to improve the quality of these elections. We share responsibility with the SIECs on the conduct of local government elections. The best cooperation that can exist between INEC and the SIECs is for the SIECs to strive to conduct local government elections in the manner that INEC has done in the FCT.”

    He continued: “As you know, the FCT is the only part of the country where there has never been a caretaker committee in the six area councils. Elections have been conducted regularly, initially for a period of three years, but with the amendment to the Electoral Act, the tenure has been streamlined to four years, just like the executive and legislative elections conducted by INEC. The elections are held regularly, and no one party has ever won all the elections in the FCT. And we have functional offices in all six area councils in the FCT. And there is, equally, the importance of planning in the conduct of elections.”

    Explaining further, the INEC Chairman said while the next FCT area council election would take place next year, the Commission had earlier this year released the Timetable and Schedule of Activities over 360 days ahead of the election as provided by law.

    His words: “It is on this note that I would like to seize this opportunity to draw your attention to the judgment of the Supreme Court, which the Chairman of FOSIECON alluded to on the conduct of local government elections. Conducting local government elections without serving the mandatory statutory notice long before the election contravenes the judgment of the Supreme Court.

    “Recent announcement by a state electoral commission, which gives, in effect, 21 days’ notice, is not only a violation of the law and the subsisting judgment of the Supreme Court, it is also a practical problem. Within 21 days, how do you expect political parties to conduct primaries, nominate candidates, organise a campaign, and for the Electoral Commission to conduct voter education, recruit and train ad hoc staff, manage logistics, and organise security for the election? It is practically impossible to do so within 21 days. Therefore, as the umbrella body of all state electoral commissions, carry this message to your members about the importance of complying with statutory timelines in the conduct of local government elections.”

    Speaking earlier, the Chairman of FOSIECON, Hon. Mamman Eri, said the delegation embarked on the visit to introduce the newly inaugurated national executive formally and to foster the enduring partnership between INEC and FOSIECON. He asked for the Commission’s support in the areas of technical assistance, capacity building and knowledge sharing.

    He also talked about the recent Supreme Court judgement that annulled the Rivers State local government election. “It is clear that most of the states have their laws that have been enacted and passed by the House of Assemblies,” he stated. “The fact remains that most of us have this issue of 90-day notice for election. And from all indications, one of the things that the Supreme Court judgment hammered on is the issue of 360 days.

    “How do we marry this with our state laws and the laws made by the National Assembly for the FCT? And from that judgment, we learned that the procedure that INEC uses is the same procedure that is expected to be used for local government elections.

    *"Do not be deceived: “Bad company corrupts good morals.” Be sober-minded [be sensible, wake up from your spiritual stupor] as you ought, and stop sinning; for some [of you] have no knowledge of God [you are disgracefully ignorant of Him, and ignore His truths]. I say this to your shame."*(AMP)

    Continuation from the causes of adultery and fornication I started yesterday:

    *3) Bad company:* Base on the above scripture, I believe it ok to cut anything toxic in your life, including people. Cut out the bad company. Cut those who will cause you to stumble, fall into sin or affect your fate. 1 Corinthians 5:11 declared ; *"But actually, I have written to you not to associate with any so-called [Christian] brother if he is sexually immoral or greedy, or is an idolater [devoted to anything that takes the place of God], or is a reviler [who insults or slanders or otherwise verbally abuses others], or is a drunkard or a swindler—you must not so much as eat with such a person."*(AMP)

    I have come to realize that the company you keep, will in one way or another have influence in your life. Either you like it or not, there are some situation in your life that you won't be able to control if you're under a bad influence. *Imagine a child of God that got admitted into a university and his or her room mate happened to be a cultist, lesbian, drug addict, prostitution. It takes divine intervention from above and higher Grace not to be impacted by them.*

    Today, ask the victim, they will tell you, their friends lure them into fornication and adultery for reasons that are not genuine. Cut every relationship that is not godly today.

    *4) A generational curse:* Generational curse is a repeating pattern of misfortune in a family.
    *“Generational curse” is a common term for any kind of misfortune or tragedy that’s present in multiple generations of a family, such as illnesses, certain negative behaviors, or recurring outside events.* The term is popular in many Christian circles, and some Christians point to Exodus 20:5 as evidence for these curses. *"You shall not worship them nor serve them; for I, the Lord your God, am a jealous (impassioned) God [demanding what is rightfully and uniquely mine], visiting (avenging) the iniquity (sin, guilt) of the fathers on the children [that is, calling the children to account for the sins of their fathers], to the third and fourth generations of those who hate Me."*(AMP)

    Generational curses are misfortunes that tend to happen over and over again, from one generation to the next. Some Christians believe they’re caused by sin or are punishments from God. Others see them as traumas that persist from a parent to their child, or a series of consequences for an action, rather than a literal curse. *For example, a lady that was raped can lay a course on the fellow even to the third generation and unless the fellow is powerfully delivered, he can live a miserable life and pass it to the next generation.* To be continue tomorrow morning by God's Grace.     We took note of the article How Russia wins friends and influences people by Nicholas Shubitz published in Business Day on July 11, 2025, and found it thought-provoking and partially reflective of the realities of getting education abroad – be it in Russia, USA, China, Europe or elsewhere. Yet, one important issue is missing.

    Education has traditionally been one of the most vibrant sectors in #RussiaAfrica relations. Since the early days of African independence, hundreds of thousands of professionals – doctors, engineers, teachers, technicians, and others – have received training in Russia. After completing these studies, most of the graduates return to their home countries, where they contribute to building a better future for their communities.

    We firmly believe that Africa is not, and should not be, an arena for geopolitical rivalry.

    As President Vladimir Putin emphasized in his article “Russia and Africa: Joining Efforts for Peace, Progress and a Successful Future,” our country has consistently adhered to the principle of “AFRICAN SOLUTIONS TO AFRICAN PROBLEMS,” standing in solidarity with African nations in their pursuit of self-determination, justice, and sovereign rights. Unlike some external actors, we have never sought to impose our values, governance models, or development paths on our African partners.

    Our engagement with African countries is guided by the Russia-Africa Partnership Forum Action Plan for 2023-2026, adopted at the highest level. This strategic document outlines broad cooperation in numerous areas, including security, trade, investment, agriculture, science, culture, and – critically – education.

    Shane Shauke, a graduate of a Russian University, current medical practitioner and representative of the Russian African Centre of University Studies (RACUS) in SA, shares his experience:
    “As a South African from the rural Limpopo province, I had the opportunity to study in Russia. Many of us who studied there were drawn not by political influence, but by the accessibility of quality education – especially in fields like medicine.

    Russia’s investment in international students, particularly from Africa, certainly fosters goodwill. It’s equally important to acknowledge that the relationship is not one-sided: African students often return home with valuable knowledge and skills.

    Russia may gain friends through education, but those friendships are rooted in complex human experiences, not just political strategy.”

  • MY LETTER TO THE WORLD ON
    HOW TO ALLEVIATE WORLD PROBLEMS IN OUR CONTEMPORARY SOCIETY.

    In contemporary society, a multitude of abnormalities persist on a daily and nightly basis, spanning generations. The continued practice of misguided belief systems prompts the inquiry: how can we terminate this chaos? Consider the following: the concept of racial superiority is fundamentally flawed. Individuals from all ethnic backgrounds require assistance from one another. We are designed to coexist, sharing resources and celebrating diversity. It is apparent that life's offerings are not exclusive to one race; discoveries and innovations are intended to benefit humanity collectively. Ultimately, nothing in life is solely reserved for one group.

    1) The reality that I emphasize in my messages to the world is that all humans are connected and originate from a single source. What constitutes a better life, which is comprised of everything that brings us happiness and fulfillment? Through my examination of life, I have come to realize that we all share the same fundamental needs. Moreover, I have found that even before humanity came into existence, everything required for a fulfilling life was already in place. We do not need to be selfish or harmful; our desires can be attained through love and mutual respect. Africa, America, China, and India are all valuable contributors to the world, and failure to recognize this is a sign of ignorance that requires attention.

    (2) Failure to acknowledge the truth about our perspectives on other races: It will astonish you to learn about the self-perceptions of Chinese, Indian, Black, and White individuals. Instead of collaborating and educating ourselves about the realities of life, some races attempt to conceal, destroy other cultures, and manipulate them to perpetuate exploitation. However, this behavior will not persist indefinitely, and eventually, the suppressed and exploited individuals will acquire the capacity to rise up against their oppressors, leading to a reversal of consequences. I emphasized that it is foolish for any race to consider itself superior to others; we are one, one world, one God, one humanity, we want a good life, a beautiful earth, highlighting that the world's resources are sufficient for humanity to share, and we will never exhaust them.

    (3)Every individual has free will, except for minors who require supervision. So-called international laws that supposedly aim to improve the world appear to favor one race over others. In response to the corona virus, Africans developed their own solutions, but these required approval from the World Health Organization, resulting in delays pending WHO validation. In Nigeria, many companies are closing because overseas companies do not want local solution providers to coexist with their own, so they use their collective power to stop it. In contemporary society, a multitude of abnormalities persist on a daily and nightly basis, spanning generations. The continued practice of misguided belief systems prompts the inquiry: how can we terminate this chaos? Consider the following: the concept of racial superiority is fundamentally flawed. Individuals from all ethnic backgrounds require assistance from one another. We are designed to coexist, sharing resources and celebrating diversity. It is apparent that life's offerings are not exclusive to one race; discoveries and innovations are intended to benefit humanity collectively. Ultimately, nothing in life is solely reserved for one group. 1) The reality that I emphasize in my messages to the world is that all humans are connected and originate from a single source. What constitutes a better life, which is comprised of everything that brings us happiness and fulfillment? Through my examination of life, I have come to realize that we all share the same fundamental needs. Moreover, I have found that even before humanity came into existence, everything required for a fulfilling life was already in place. We do not need to be selfish or harmful; our desires can be attained through love and mutual respect. Africa, America, China, and India are all valuable contributors to the world, and failure to recognize this is a sign of ignorance that requires attention. (2) Failure to acknowledge the truth about our perspectives on other races: It will astonish you to learn about the self-perceptions of Chinese, Indian, Black, and White individuals. Instead of collaborating and educating ourselves about the realities of life, some races attempt to conceal, destroy other cultures, and manipulate them to perpetuate exploitation. However, this behavior will not persist indefinitely, and eventually, the suppressed and exploited individuals will acquire the capacity to rise up against their oppressors, leading to a reversal of consequences. I emphasized that it is foolish for any race to consider itself superior to others; we are one, one world, one God, one humanity, we want a good life, a beautiful earth, highlighting that the world's resources are sufficient for humanity to share, and we will never exhaust them. (3)Every individual has free will, except for minors who require supervision. So-called international laws that supposedly aim to improve the world appear to favor one race over others. In response to the corona virus, Africans developed their own solutions, but these required approval from the World Health Organization, resulting in delays pending WHO validation. In Nigeria, many companies are closing because overseas companies do not want local solution providers to coexist with their own, so they use their collective power to stop it.     Water Ministry Partners Nestlé Nigeria on Advancement of Water Quality Management in Nigeria.

    In a move to promote safe and sustainable water practices, the Federal Ministry of Water Resources and Sanitation (FMWRS) has announced a collaborative partnership with Nestlé Nigeria to drive nationwide Water Quality Management Campaigns. This initiative supports the goals of President Bola Ahmed Tinubu’s Renewed Hope Agenda in the water sector.

    This commitment was made by the Honourable Minister of Water Resources and Sanitation, Engr. Prof. Joseph Terlumun Utsev, during a courtesy visit by the management of Nestlé Nigeria and members of the Organized Private Sector in Water, Sanitation and Hygiene (OPS-WASH) led by Nestlé Corporate Communications, Public Affairs, and Sustainability Lead, Victoria Uwadoka to his office today in Abuja.

    The Minister emphasized that efficient water resource management is essential for minimizing public health threats such as cholera and diarrhea, while also helping to mitigate the adverse impacts of flooding. He assured the Ministry’s full support for Nestlé’s campaign and pledged timely collaboration to deliver impactful results.

    “The Ministry is committed to working with Nestlé Nigeria to improve water quality across the country. This partnership is in line with our mission to ensure safe water access and support the health and wellbeing of all Nigerians,” Prof. Utsev said.

    In his remarks, the Permanent Secretary of FMWRS, Mr. Richard Pheelangwah, applauded Nestlé’s presentation on water quality improvement and pledged the Ministry’s full support for the initiative.

    Speaking on behalf of Nestlé Nigeria, Victoria Uwadoka, Corporate Communications, Public Affairs, and Sustainability Lead, stressed the urgency of bridging the knowledge gap around water quality.

    “Not all clear water is clean. Poor water quality continues to affect health and increase the prevalence of waterborne diseases. Through our National Water Quality Advocacy Campaign, we aim to raise awareness, educate communities, engage stakeholders, and drive sustainable action,” Uwadoka said.

    She further added that the campaign is built on three key pillars: Raising Awareness and Educating, Engaging Stakeholders, and Driving Sustainable Actions.

    Providing further insight into the project, Dr. Nicholas Igwe, National Coordinator of OPS-WASH, highlighted that this collaboration goes beyond traditional Corporate Social Responsibility.

    “This initiative is focused on long-term water rehabilitation. In Abaji Area Council of the Federal Capital Territory (FCT), 16 communities will benefit, while 8 communities in Agbara, Ogun State, are also set to receive support. Additionally, two farming communities in Abaji and Agbara will benefit from the introduction of water harvesting systems for irrigation,” Dr. Igwe noted.

    The Director of Water Quality Control and Sanitation at the Federal Ministry of Water Resources and Sanitation, Mrs. Elizabeth Ugoh, noted that the ongoing baseline report on water quality and its parameters will significantly strengthen the water quality collaboration with Nestlé Nigeria.

    Abia State Governor, Dr. Alex Otti has mandated his appointees and heads of Ministries, Departments and Agencies (MDAs) of the State Government to develop robust training and capacity building programmes for their establishments.

    Governor Otti also mandated the Chief Strategy Officer and the Chairman of the Civil Service Commission to work out a template for the training of 1,000 young people between the ages of 16 to 20 on leadership capacity development, character building and self-discovery outside the academic environment.

    The Governor handed down the directives at the International Conference Centre (ICC), Umuahia, during the closing ceremony of the 2025 Abia State Quarter 2 Executive Council Strategy Retreat.

    According to Governor Otti, one central takeaway from the retreat is the importance of training and mentorship which supports individuals to become better versions of themselves, so as to become better employees and subordinates.

    "To that effect, all Commissioners and heads of MDAs are directed to develop robust training and capacity building programmes for their establishments.

    "Critical learning areas such as ICT, communication, stakeholder management and value creation in line with the peculiar mandates of the individuals and MDAs should be incorporated.

    “Nobody should be left behind and any staff who fails to participate should be reprimanded.

    "Clear metrics of assessment are to be developed and outcomes used as part of the relevant criteria for assigning official responsibilities. I expect to get periodic reports on this from various MDAs,” the Governor instructed.

    "The Chief Strategy Officer and the Chairman of the Civil Service Commission are hereby mandated to work out a suitable template for the training of 1,000 young people between the ages of 16 to 20 on leadership capacity development, character building and self-discovery, outside the academic environment.

    "Training and mentorship programmes will also be extended to young graduates from senior secondary schools and institutions of higher learning," Gov. Otti stated.

    Governor Otti announced that the State Government would establish an academy to facilitate scheduled training for government employees and announced plans to extend mentorship and capacity - building initiatives to young people in Secondary Schools and Tertiary Institutions across the State.

    "The young people's training should be made to happen between the first week of August and the second week of September. And this is when the students are expected to be on vacation.

    "They should also be institutionalised, conducted periodically, and properly certificated.

    "The programme should be structured to transform the minds of the young leaders, expose them to new thinking, and prepare them for the tasks of leadership and service in communities in due course," Gov. Otti stated.

    The State Chief Executive, who appreciated the consultants and resource persons who anchored the various sessions of the retreat, particularly, the leadership and members of the Abia Global Economic Advisory Council, also thanked the organisers of the retreat.

    He stressed the need for the participants to apply the knowledge gained from the retreat to improve on their performances and said that, knowledge is nothing until it is applied to achieve superior outcomes.

    Governor Alex Otti has reminded members of the State Executive Council and all Appointees of his Government of the enormous tasks ahead of them in the second half of his first term in office.

    Governor Otti was speaking on Wednesday, when he declared open, the Abia State Quarter 2 Strategy Retreat organised for his appointees at the International Conference Centre, Umuahia, with the theme, "Sustaining the Momentum: Leadership and Execution".

    Gov. Otti said that the focus in 2023 was moving from the drawing board to the field of execution and noted that the last 21 months since the first Executive Council retreat, have served a very useful lesson in public service, managing stakeholders expectations, and striking a fair balance between meeting the urgent needs of the day and repositioning for the opportunities of tomorrow.

    "These regular retreat sessions have been institutionalised to enable us to periodically assess ourselves, measure our progress vis-à-viz, the relevant milestones that form the nucleus of our agenda, identify where we may have fallen short, and ultimately determine how to speed up things, subject to the availability of resources.

    "The general consensus, even from our friends on the other side of the political divide, is that we have done well in the last two years, raised the bar on governance, and shown a single-minded commitment to the new Abia dream.

    "It is important to remind us that we are now operating in a different terrain, where the expectations are dynamic and requires a genuine sense of empathy and broad understanding of our place in the grand scheme of things.

    Governor Otti, who warned against laxity and underperformance, urged the participants to leverage the retreat to interact, share knowledge and improve on their performances, emphasising that his government has zero tolerance for mediocrity.

    "I would therefore encourage us to take advantage of this retreat to interact, ask questions at the group discussions, and book one-on-one sessions with any team member who can support you to become better,

    "Because again, we also have zero tolerance for mediocrity. And, I would like to emphasise at this point that the one-on-one mentorship sessions should actually happen with the members of the Global Economic Advisory Council.

    He noted that the current retreat is different from the previous ones as he invited the leadership and members of the Abia Global Economic Advisory Council to attend. He used the opportunity to thank the Council members led by the Co-Chair, Professor Ms. Arunma Oteh, who he said, has since the beginning of the week, been interacting with government officials prior to the commencement of the retreat.

  • Russia has signed new agreements to strengthen trade and economic relations with Mali, as President Vladimir Putin hosted the West African country’s military leader, Colonel Assimi Goita, in Moscow on Monday.

    The two leaders met at the Kremlin for a two-hour discussion, according to Russian state media.

    Putin described the relationship between Russia and Mali as following a “positive trajectory,” though he acknowledged that current trade volumes remain modest, Reuters reported.

    He emphasized potential areas for deeper cooperation, including geological exploration, natural resource development, energy, logistics, and humanitarian efforts.

    One of the key deals signed was focused on nuclear energy cooperation. The two countries have previously discussed a strategic plan to build a Russian-designed low-power nuclear plant in Mali.

    The junta-led country is following a similar path to Burkina Faso, having taken a major step toward embracing nuclear energy by officially signing the final administrative document of a historic intergovernmental agreement with Russia last week.

    This landmark deal represents a significant milestone in Mali’s efforts to diversify its energy sources and tackle the country’s growing electricity needs, as it seeks long-term solutions to power shortages and boost national development.

    Russia’s expanding footprint in Africa
    Earlier this month, construction also began on a new Russian-backed gold refinery in Mali. Set to be constructed on a five-hectare site near Bamako’s international airport, the refinery will have the capacity to process up to 200 metric tons of gold annually, a significant leap from Mali’s current processing capacity of about 50 tons.

    Though Mali is one of Africa’s largest gold producers, it currently lacks a fully functional and globally certified refinery.

    The country’s two existing facilities have been unable to meet the standards required by global bodies like the London Bullion Market Association (LBMA), forcing miners to refine their gold abroad. The new refinery will produce gold with a purity of 99.5%, adhering to international certification standards.
    Russia has signed new agreements to strengthen trade and economic relations with Mali, as President Vladimir Putin hosted the West African country’s military leader, Colonel Assimi Goita, in Moscow on Monday. The two leaders met at the Kremlin for a two-hour discussion, according to Russian state media. Putin described the relationship between Russia and Mali as following a “positive trajectory,” though he acknowledged that current trade volumes remain modest, Reuters reported. He emphasized potential areas for deeper cooperation, including geological exploration, natural resource development, energy, logistics, and humanitarian efforts. One of the key deals signed was focused on nuclear energy cooperation. The two countries have previously discussed a strategic plan to build a Russian-designed low-power nuclear plant in Mali. The junta-led country is following a similar path to Burkina Faso, having taken a major step toward embracing nuclear energy by officially signing the final administrative document of a historic intergovernmental agreement with Russia last week. This landmark deal represents a significant milestone in Mali’s efforts to diversify its energy sources and tackle the country’s growing electricity needs, as it seeks long-term solutions to power shortages and boost national development. Russia’s expanding footprint in Africa Earlier this month, construction also began on a new Russian-backed gold refinery in Mali. Set to be constructed on a five-hectare site near Bamako’s international airport, the refinery will have the capacity to process up to 200 metric tons of gold annually, a significant leap from Mali’s current processing capacity of about 50 tons. Though Mali is one of Africa’s largest gold producers, it currently lacks a fully functional and globally certified refinery. The country’s two existing facilities have been unable to meet the standards required by global bodies like the London Bullion Market Association (LBMA), forcing miners to refine their gold abroad. The new refinery will produce gold with a purity of 99.5%, adhering to international certification standards.
